A Canadian political/administrative process in which the federal government transfers jurisdiction and funding of federal responsibility for a range of programs (for example, health care, forestry, fire fighting, and others) to the territorial governments. Because these governments are province-like but not provincial, the federal government has long retained jurisdiction for many areas that are, by the BNA Act of 1867 and by the Constitution Act of 1982, the responsibility of provinces.
