US Government regulation passed in 1996 by congress. Allows the portability of insurance plans as employees change jobs and requires "Covered Entities" to invoke standard billing practices using EDI with CMS (Formally HCFA), Privacy guidelines and IT security. It is a primary driver for the modernization of Healthcare IT systems.
