A criterion for x is a non-trivial statement of necessary and sufficient conditions for x. For example, if someone offers a criterion for morally right actions she is saying that there is some feature that all morally right actions share (the necessary condition), and that the presence of this feature guarantees that the action is morally right (the sufficient condition).
