It comprises strategic policies in part 1 and detailed policies and proposals in part 2. It was adopted in 1994, and a number of amendments have been approved formally since. Now to be replaced by a Local Development Framework, which is in the course of preparation.

User Datagram Protocol is an unreliable Network layer protocol bused for cases where loss of data is less important than being able to move the data with the least amount of work in packaging up the data and getting the most data into a packet compared to the size of the header. A UDP header is almost one-third the size of a TCP header.
