The most successful form of prevention - avoiding the use of recognized human carcinogens in the workplace - has been learned too late for the present populations of industrialized countries, since most occupational carcinogens have been identified by epidemiological studies of populations that were already occupationally exposed. In theory, the Encyclopedia says, developing countries can prevent the introduction of chemicals and production processes that have been found to be hazardous.
