Under the Basic Safety Standards Directive [see BSS] contaminated materials and wastes from nuclear licensed sites will be subject to thresholds expressed in terms of Becquerels per unit mass. If they are less radioactive than these thresholds they may be regarded as being not radioactive at all, and may be cleared -- ie dumped, sold, and used in any way, irrespective of where they will end up.
