observer Any certified person serving in the capacity of an observer employed by the Management Authority, either directly or under contract. Usually embarked on large fishing vessels (principally but not exclusively foreign vessels), observers are responsible for monitoring fishing operations (eg areas fished, fishing effort deployed, gear characteristics, catches and species caught, discards, etc.). They may or may not be part of the enforcement system.
