The Flood Disaster Protection Act was passed in 1973 and responsibility for management of flood control was given to the Department of Housing and Urban Development (HUD). Then in 1979, the Federal Emergency Management Agency was established. This agency became responsible for the plotting and mapping of the flood zones within the United States.
