congestive heart failure Syndrome in which the heart fails to propel blood forward normally, resulting in congestion in the pulmonary or systemic circulation. Decreased cardiac output causes decreased blood flow to the tissues. Congestive heart failure may be predominantly left- or right- sided. It can develop gradually or suddenly with acute pulmonary edema.
