substitute When a bill is amended and adopted in committee, a new version of the bill is reported out as a substitute. A committee in the second house cannot report a bill out as a substitute. The entire body then deliberates on whether or not to adopt the substitute. If the substitute is adopted, it is that version of the bill that moves through the rest of the legislative process.
