This is only found in low band radios (it is standard in Syntor X and Syntor X 9000 low band radios). It is a very fancy noise blanker. It uses a second AM noise receiver tapped directly from the receiver preamplifier output. It is tuned with a simple wide bandwidth filter (jumper configured for 29.7 to 40 MHz or 39 to 50 MHz, and tuned with L300, L301. L302 and C321). Do not confuse Motorola's "Extender" with GE's vehicle repeater which GE calls an "Extender".
