An increase in the power level coming through the wall socket. Surges are gradual and build to a point where they may do some damage to your PC's components. Usually this is prevented by a circuit breaker or sometimes the power supply may actually give up to save the rest of the PC's components. A surge is the opposite of a brownout, when the power drops to low levels, and your PC may not even start at all.
