Advanced Planning Document is a federally required document that is used by states to inform CMS/ACF/FNS of their intentions related to federally funded programs, and request approval and funding to accomplish their needs and objectives. The term APD refers to a Planning APD, Implementation APD, or to an Advance Planning Document Update.
