A condition in which no calling paths or circuits are available to complete a call. In this situation, a recorded message directs the calling party to hang up and try the call again. Blocking is also referred to as a busy condition and, in some cases, a busy tone (not a recorded message) informs the calling party that the call cannot be completed.
