Possibly the best player ever who was never a world champion, Kaplan was a force in international tournaments for over 40 years. He was the publisher of The Bridge World, the chair of the National Laws Commission, the co-inventor of the Kaplan-Sheinwold system (which is still played today,) the most prominent American in World Bridge administration, and the most knowledgable person about the laws of bridge in the world. He lived in New York City until his death in 1997.
