Control involves the overall direction of response activities in an emergency situation. Authority to control is established in legislation and in the Victoria State Emergency Response Plan. It carries with it the responsibility to task other agencies where necessary in accordance with the needs of that particular situation. A control agency is eg: MFB for fire, etc. Control relates to situations and operates horizontally across agencies.

a set of participants in a clinical trial whose results are measured as the basis of the study. A separate group of participants generate results to measure against those of the control group. The group of patients receiving the standard treatment or placebo used to compare results obtained in the "treatment group," the group of patients undergoing the experimental treatment regimen.
