This was Italy's attempt to develop wine districts similar to the Appellations in France. While the term does legally refer to a geographical area, it has none of the "backbone" of rules the the French system does. Thus a DOC wine simple guarantees that wine comes from a given geographic area. It really doesn't have much to do with quality
