Dams are usually constructed by making a large embankment that blocks an existing watercourse. This embankment is used to control the release of flood waters downstream of the Dam. Dams usually contain a small outlet pipe that limits the amount of water that can exit the dam. Any flows in excess of the capacity of the dam outlet are stored behind the dam. Most dams are regulated by the Department of Water Resources, Division of Safety of Dams.
